It takes a long time to see the full effects of bad behavior. There are four time gaps: - Risky activity to infection
- infection to confirmed infection
- Confirmed infection to hospitalization
- Hospitalization to death
It is likely we still haven't seen the full effects of Memorial Day on those who were infected that weekend. It will take us even longer to see the effects of secondary infections.
This makes evaluating reopening so hard. Are we seeing effects today of Phase 1, Phase 2 or Phase 3? We don't really know.
We do know from learning theory that humans don't learn well if the effect of something is delayed. If reward or punishment is long after the action we don't learn as effectively.

And expect Nevada to be the next hot spot. They reopened casinos on June 4. At that time, they were seeing around 125 cases per day. It is now 500 per day and rising steeply.

The Culinary Union which represents 60k+ workers in Vegas announced this morning that they are filing suit against MGM, Bellagio and Caesar’s for failing to adhere to guidelines to keep workers from getting infected. A Guy Fieri outlet at one of the casinos was involved. Diners, Drive-ins and COVID.

And extending those 4 phases is the *second* person who gets infected when the 1st phaser gets home to parents or grandparents; this latter infection is more likely to lead to death if this 2nd infectee is in the danger age or danger health-status sector! Idiots.
