I am a little disappointed that the Dems didn't include it on the latest bill but I am not sure how it work at the federal level. Can congress mandate that States make vote by mail generally available? I assume they could do it with funding but red state governors would rather turn down the money than risk their power.

I am sure they tried. The linked article has a misleading headline. The text indicates that every key swing state allows "no excuse" mail-in voting. Link They discuss Arizona, Florida, Michigan, North Carolina, Pennsylvania and Wisconsin

I have to admit not having followed the issue. Don't all states allow absentee ballots? How is this different?

Some states require a reason to ask for mail-in ballot. You have to swear you either have a medical problem or you will be away from your polling place. Since you have to swear under penalty of perjury, it's not going to be widely used.
I know Texas has this kind of law. I think it is almost all Red states.

States get to establish voting processes but federal federal legislation could tie grants or other money, or possibly find that voting by mail is required by equal protection, emergency, etc.
Trump and the GOP want to kill the postal service to make vote by mail impossibly or very costly, which is another problem.

I have to admit not having followed the issue. Don't all states allow absentee ballots? How is this different? Most people have absolutely no idea how to do it. This would be proactive and it would completely mitigate most GOP voter suppression efforts and increase voter turnout. It works extremely well here in Washington. All registered voters are mailed a ballot along with a postage paid envelope. You fill out the ballot and then put it in the envelope, sign the envelope, and drop it into a mailbox. You can go online and track and confirm your vote. The signature on the envelope has to match the signature on the voter registration.

I was on the LA County vote site recently. Apparently LAC allows you to track your ballot like a UPS package.
