So when cities are being invaded and your troops try to defend the cities, you are creating the civilian deaths?

Whether or not there is some validity to their statement it played right into Russian hands and was a dumb comment to make.
Obviously locating military assets in civilian centers is going to attract attacks and likely result in civilian deaths. It happens all the time with the Palestinians. How necessary it is to locate them there or what other options are available is not known by Amnesty so they had no right to broadcast that narrow statement.

Also, the Russians have been attacking civilian targets from the first shot of this war.
